Deployment Tool Does Not Recognize the Correct Regional Language (Doc ID 2088637.1)

Symptoms

I am installing Outlook Connector 9 on Windows 7 32 bit.

I set my regional language to be French and I selected English for the language for the install.  But, when selecting the Deployment tool, it is in German.  If I then change the regional language to English and start the Deployment tool, it is in English.  But, if I change it back again to French, it is in German again.
