Create Worksheet Cache With Procedure APPPROC_REBUILD_CONTEXT_CACHES Not Working Properly (Doc ID 2088790.1)

Symptoms

On 12.2.4.1, Worksheets:

CURRENT BEHAVIOR
--------------------
When using procedure APPPROC_REBUILD_CONTEXT_CACHES, each time when a cached "open with context" worksheet is opened it is creating new set of worksheet cache while putting new entry into CW_FOR_USERS table.

EXPECTED BEHAVIOR
----------------------
Cached worksheet tables that where created using the stored procedure APPPROC_REBUILD_CONTEXT_CACHES should be used by the worksheet run when executed with an open with context.


STEPS TO REPRODUCE
-------------------------
1) Setup the 'Open With Context' caching for the worksheet using the steps seen in the note 'Worksheet Caching Enhancements in Demantra Release 7.3.0 (Doc ID 871392.1)', Section 'APPPROC_REBUILD_CONTEXT_CACHES'.

2) Open the worksheet and encounter the issue.
