Out Of Memory Error When Logging Into The Palette With Large Data. (Doc ID 2088793.1)

Symptoms

On : 10.2.0.2 version, Explorers

When attempting to log into the palette, it loads for a while and then an Out of Memory error is recieved,

STEPS

The issue can be reproduced at will with the following steps:
1. Restore the backup provided in SR SR 3-11402767651
2. try to login to the palette.
3. the environment will keep loading and the palette becomes unresponsive. Out of Memory errors also occur on occasion.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the palette to config, debug or set up users.
