Introducing a New Rate Version for a Rate Schedule is Affecting the Existing Pricings (Doc ID 2088891.1)

Symptoms

On : RMB 2.3.0.0.0 version, RT - Rates

ACTUAL BEHAVIOR
------------------------
A new Rate Version has been added for existing Rate Schedule.
All the existing pricing that uses that rate stopped working. Pricing is coming back as zero.
It seems new version of rate schedule is not inheriting the price component from previous version.
Though for new price assignments created after the change, it is working as per expectation.

EXPECTED BEHAVIOR
--------------------------
Existing pricing set with the same Rate Schedule should be working as usual. It should not bring only zeros.

STEPS
-----------------------
The issue occurred with the following scenario:
1. An existing rate schedule that is being used in pricing for several merchant.
2. Make a change to rate schedule by introducing a rate version.
3. Defined the rate value map for the new version.
4. Now verify that all the existing pricing that uses that rate stopped working...pricing iss coming back with zero.
5. For new price assignments created after the change, it is working fine.

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot add a Rate Version to a Rate Schedule for existing Pricing. It is affecting demo preparation process.
The users want to add a new rate version and make sure that existing pricing that is using the rate schedule (tiered) continues to work.
