Why Is SCHEDULED_ACTIVE_DATE in REPLATTR Form Greater Than ACTIVATE_DATE? (Doc ID 2090476.1)

Goal

The SCHEDULED_ACTIVE_DATE column in the Replenishment Maintenance Attribute form [replattr] can be assigned a date greater than ACTIVATE_DATE.  Upon running the rplatupd.pc, the replenishment gets inserted into REPL_ITEM_LOC only on the SCHEDULED_ACTIVE_DATE.
