Find Function Searching For UDR Is Not Working Properly

Actual Behavior: Finding that results are inconsistent with what actually exists on the UDR log. When searching on a keyword the results don't include all of the titles with this keyword.

When in "User-Defined" node for Reports, user should be able to click then type in part of the "Name" of the UDR, and the results should show all UDRs that have that text that was searched.

The issue can be reproduced with the following steps:
1. Navigate to Workspace Tab
2. Click on Reports and then User-Defined
3. Click on Find
4. Type “keyword” in the field
5. The results are not accurate. 

The issue has the following business impact:
Due to this issue, users cannot find UDRs with search function reliably.
