2 Out Of 10 Processes Not Coming Up On ASAP Startup (Doc ID 2091946.1)

Symptoms

ASAP - 2 out of 10 processes not coming up on startup.

Customer has an ASAP instance with 10 processes.  Recently, customer performed a restart after which NEP_SERVER and JNEP_SERVER processes did not come up. "Insufficient Resources" error can be found in logs.

So, customer increased the number of max threads in the ASAP config file from 200 to 300. This solved the problem. However, customer wants to know why this was required as customer has similar ASAP instance on another machine where 10 processes are running fine at max threads 200. There were no changes performed in the environment before this issue started to occur.
