Goal

New Characteristic Created in Ruleset1 is not being detected in Ruleset2.
Say you have two Rulesets - Ruleset 1 and Ruleset2 on Same Extension point, Placement but with different Saliences

Ruleset2 should see  the changes that Ruleset1 does to characters.
