Usage Request Sent to SOA But MDM Receives Blank Request (Doc ID 2092356.1)

CCB - Oracle Utilities Customer Care and Billing

BPEL - Business Process Execution Language

Usage Requests are sent from CCB to SOA, but once the BPEL composite hands off the final message to the MDM side, all relevant data is removed.  That is, the message is well formed, but there is no data in the message elements.  The message sent to SOA looks something similar to:
