DBCleanup -fixAVTable Does not Fix Duplicate alternate_view Entries if Only a Single Set of Handles is Found

The ALTERNATE_VIEWS database table has a duplicated entry, as shown by running this query:

Running "DBCleanup -fixAVTable" should cause the entry with the higher birth_patch to get deactivated, but due to this bug, DBCleanup does not change the ALTERNATE_VIEWS table.
