Getting "JSADbError13206" Error While Trying to Connect Pricing Center to Pipeline Database (Doc ID 2092759.1)

Goal

While trying to connect to pricing center, Customers are  getting a popup window stating

"Unable to connect to pipeline database".

There are no errors in cm , dm_oracle, javapcm or opcode logs.

The java console log shows JSADbError13206 error, as below :
