DMW 2.4 - Message Queue Is Not Starting (Doc ID 2093192.1)

Symptoms

On : 2.4.5.6 version, Data Load

ACTUAL BEHAVIOR
---------------
LSH jobs are not triggered and DMW load is on hold.

EXPECTED BEHAVIOR
-----------------------
LSH job should move after job queue restart procedure, but it doesn't.
There is a concern the restart procedure is not efficient.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit DMW data load
2. Check the progress - it is not moving
3. Restart the job queues - noticed abnormal records in the log table:
