Patch Utility Hangs at Patch Progress (Doc ID 2093634.1)

On : version, P6 EPPM, SQL 2012 R2

When attempting to upgrade P6 EPPM Server Components, using the Patch Utility, the following issue occurs:

Oracle Primavera P6 Patch - Step 5 of 6 shows no progress

The issue can be reproduced at will with the following steps:
1. Launch the patch utility.
2. Observe the utility halts at step 5 of 6.

The issue has the following business impact:
Due to this issue, the P6 EPPM Server Components cannot be successfully upgraded to match the database version.
