REL5015E Fails When Record Locked => Output File is not Created (Doc ID 2093781.1)

On : 10.15.1.3 version, Usage (Policy), Production

ACTUAL BEHAVIOR
---------------
When REL5015E (GBA Batch) encounters a locked record during execution, the batch stops and ends in status failure. The previous records are processed, but the file is not created.

EXPECTED BEHAVIOR
-----------------------
When REL5015E (GBA Batch) encounters a locked record during execution, the batch continues and an output file is created. Only the locked record is skipped.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure some gba-messages are ready to be sent (status initial)
2. Lock one of these gba-messages
3. Start REL5015E

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, gba-messages are not being sent
