Billed Unearned For Previous Month Does Not Match With Previously Billed Earned In Current Month (Doc ID 2093892.1)

ACTUAL BEHAVIOR
---------------
Billed unearned for previous month is not matching with previously billed earned in current month

Customer have found Billed earned revenue for previous month is not equal to previously billed revenue of current month due to rerating.
i.e. Billed earned revenue for July revenue is not matching with Previously Billed earned revenue in August

In General Ledger (GL) reports runs on 1st of every month and in the system, there are 4 bill cycles (8th /16th /23rd/29th)
 
When rerated usage event charge assigned to adjustment item, the adjustment item is included in billed unearned report . Rerated usage charge should not be considered in billed unearned report . The scenario is original event which was charged as zero occured before GL Posting date, and then after GL posting date, rerate triggered due to plan change, rerated charged the original usage event and it is /item/adjustment item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) customer created on 1st Nov 2016 with $20 MRC plan with BDOM 16th
2) Ran billing on 16th Nov
3) on 29th Nov, pass the voice usage which is charged $0
4) on 1st Dec 2016, posted GL for billed earned report only, we have not run GL for billed unearned yet
5) on 2st Dec 2016, did rate plan change which is triggered rerating
6) on 3rd Dec 2016, rerate process rerated original usage event and it is charged $9.3
7) Ran GL report for billed unearned for the period 1st Nov 2016- 1st Dec 2016 and observed $9.3 in billed earned report.
8) Moved the PVT to 1st Jan 2017 and ran GL report for Previously Billed Earned and observed $9.3 is not included the report.

Hence there is mismatch between billed unearned in Nov and previously billed earned in Dec.
