Error: "The Application Failed to Run". P6 Does Not Display Properly When Using Internet Explorer 11 (Doc ID 2093906.1)

When attempting to login to P6 Web, the following error occurs.

The application failed to run.
There was an error while executing the application. Click "Details" for more information.

The issue can be reproduced at will with the following steps:
1. Launch Internet Explorer 11
2. Got to P6 login page
3. Enter valid username and password
4. Error occurs

The issue has the following business impact:
Due to this issue, users cannot display pages in P6.
