ZRG3044S (ZRG8135I): No Return Code for Claim Error 0108

Testing bug 21972313

When attempting to run ZRG3044S (ZRG8135I) for creating the EI return file for a finalized pharmacy claim,
the following error occurs.

For claim error 0108 (For this claim line a zero tariff applies.) no return code is included in the return file.
It was expected that return code 0611 was returned, as delivered with bug 21972313.

The issue can be reproduced at will with the following steps:
1. ZRG8035I: Import claim
2. ZRG3004F: Process claim and notice claim error 0108 on the claim line due to a zero tariff
3. ZRG3012S: Finalize claim
4. ZRG3044S (ZRG8135I): Create EI return file and notice a missing procedure record for the claim line

The issue has the following business impact:
Due to this issue, users cannot submit correct claim return files to Vecozo to inform providers.
