ORA-12514: TNS:Listener Could Not Resolve SERVICE_NAME Launching RQ for OFSA 4.5

Oracle Financial Services Applications (OFSA) - Version: 4.5
Request Queue (RQ)
Note: All OFSA 4.5 products have reached sustaining support.
When attempting to launch Request Queue (RQ) from the bin directory using the following command:
bin> rq -b SID logfilename.log
The following error message is received:
"ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect" discriptor when launching Request Queue (RQ)"
- You can successfully connect to all the OFSA client modules.
- You can successfully connect to SQL*Plus on the client.
- You confirm that the listener is up.
