Unhandled Error Shown When Trying To Open a Link to a Supporting Document (Doc ID 2095353.1)

What could cause the issue that when clicking a link in PLM4P to open a supporting document an error appears: "The application has experienced an unhandled error. Please report this issue to your systems administrator..."?
The P4P-GSM event log shows following message:

Exception: System.Web.HttpUnhandledException (0x80004005): Exception of type 'System.Web.HttpUnhandledException' was thrown. ---> System.Net.Sockets.SocketException (0x80004005): No connection could be made because the target machine actively refused it :8102
