'FRM: 40505-ORACLE error: unable to perform query' Error Occurs When User Tries to View a Transfer

When attempting to view a transfer, the following error occurs:

Steps to Reproduce:

  1. View transfer with context_type <> PROM and context_value contains character string.  This transfer is externally created, not through UI.
  2. Click OK
  3. FRM: 40505-ORACLE error: unable to perform query will be raised
    Checking on the tsf.fmb, note that context_value data type is set to number(10)
