Null Pointer Exception When Creating ADF Connections in OUCSS (Doc ID 2095774.1)

Symptoms

During the portal installation step of OUCSS, customer receives the following error message and the ADF connections are not created:

This error is repeated for each ADF connection being created.  While other possibilities exist that could cause a NullPointerException when creating ADF connections, this solution article is focused on that fact that the NPE is thrown from the minidom.py library.
