Infocenter Login not Working After Install (Doc ID 2095950.1)

Information in this document applies to any platform.
In 8.6 IM console and IMWS can be installed together and Infocenter and Iconnect can be installed together. If Infocenter or Iconnect is installed the login is not working. This happens whether you install into the same install or on a new install on a separate box.

The Infocenter install is missing a required parameter.

Caused by: java.lang.RuntimeException: The parameter OK_PASSWORD_EXPIRY must be present in either the active repository or at least in the SYSTEM repository. Otherwise the applcaition CANNOT proceed. Pleasee add OK_PASSWORD_EXPIRY in the SYSTEM repo config file to proceed
