A Submitted E2B becomes State Generated after Unsubmitted

Symptoms
After send a Nullification e2b to an agency by selecting the 'Unsubmit Report' menu on the e2b report icon at Reports >> Compliance >> Submitted,
the previously submitted e2b report has a state of 'Generated' instead of 'Submitted'.
Users need to keep the previous report to show that they have submitted the E2B report in accordance with the regulations, even if it is later nullified.
