Retail Merchandising System (RMS) allows the entry of a duplicate Value Added Tax (VAT) Code when the code is not associated to any VAT Rate.  A misleading error message appears and does not indicate that the VAT Code is a duplicate.

Steps to Reproduce:

  1. Log into RMS.
  2. Navigate:  Control -> Setup -> VAT Codes Maintenance -> Edit
  3. Enter a VAT Code which already exists (same code and same description) provided the VAT code is not associated to any VAT Rate.
  4. Click on OK in the VAT Code Maintenance screen.
  5. Error message appears stating that the VAT Code does not have an associated VAT Rate.
  6. Click on the above error message and select any other filled or blank line.
  7. Click on OK in the VAT Code Maintenance screen.
  8. Error message "Unable to insert record" appears.
  9. Upon clicking OK on the above message, another error is shown: "Unable to save the changes to database".

Expected Results:

Whether or not a VAT Code is not associated to any VAT Rate, the system should not allow duplicate VAT Codes.
Upon entering a duplicate VAT Code, the error message should be shown as: "This Value Added Tax (VAT) code already exists."
