PDF with No Properties is generated as E2B Attachment

Symptoms
If a PDF file is attached to a case and an E2B is transmitted with attachment, the PDF file generated at E2B transmission is without Properties.
When user opens that PDF file generated at E2B transmission by Adobe Reader and selects File >> Properties menu, the properties dialog does not open.
Due to this problem, an ACK is returned from the receiving agency indicating "there is no Case ID".
Normally when a user opens a PDF file generated at E2B transmission by Adobe Reader and selects File >> Properties menu,
the PDF file properties dialog opens and the case id is contained at its Subject such as <Country>-<Agency>-<Case_ID>.

Properties window opened by the above Menu:
--Subject has <Country>-<Agency>-<Case_ID>
--The generated PDF as E2B attachment does not show this Properties window even if selected the above Menu on Adobe Reader.
