UPC-E Type Barcodes Are Not Uncompressed to UPC-A Barcode When Scanned from HH Device

When attempting to scan a UPC -E type barcode, it is observed that the decompression to UPC -A barcode type does not happen and the following error occurs:
Steps to Reproduce:
- Create an item in RMS and give its barcode as UPC-A type.
- Convert this UPC-A type barcode to UPC-E type barcode using a converter.
- Try to scan this converted UPC-E barcode.
- Observed that the decompression to UPC-A barcode type does not happen and the error above is shown.
