Special Translated Characters Break Data Picker Filters In Chrome

Symptoms

Description:
The special characters such as a Spanish tilde or accent are breaking the data picker filters.
Steps to reproduce:
1. Setup a data picker to filter off an element that will use special characters.
2. Click on the data picker
Expected Results
Data picker should filter as configured.
Actual Results
IE and Firefox, the data picker values are filtered as expected.
In chrome, no values are returned.

Detailed steps to reproduce:
1. When using Chrome 41 and Unifier 10.1, while in the customer request BP if you select the stake mission district and Choose a location where the text has a special character like the ~ sign using the search function and you can choose through results.
With normal characters there are no issues.
2. Choose a location where the text has a special character like the ~ sign and it’s filtered through the Area filter Value (picker).
3. You get no results.
4. When you use the Area Filter Value (picker) with either IE or Firefox it works fine.
