When Inserting a New Record in a BOM, the Value in Quantity Field "T_MASTER_STR.QUANTITY" Is Always Overwritten with the Default Value of "T_MASTER_STR.QUANTITY_BOM" (Doc ID 2097798.1)

ACTUAL BEHAVIOR
---------------
When inserting a new record in BOM, value in Quantity field (T_MASTER_STR.QUANTITY) is overwritten with "2,000" , equal to T_MASTER_STR.QUANTITY_BOM default value.

EXPECTED BEHAVIOR
-----------------------
Same behavior as before upgrading from e6.1.1 to e6.1.3 - here T_MASTER_STR.QUANTITY was not overwritten.

STEPS
---------------

Prerequisites: HF0001 and HF0007 installed

1. Open article navigator form - load an article
2. Switch to BOM tab
3. Insert a new BOM record
4. In edit mode: Find Default value "1" for T_MASTER_STR.QUANTITY and default value "2" for T_MASTER_STR.QUANTITY_BOM
5. In field PART_ID enter a known item
- Do not leave the field , do not enter any value in field T_MASTER_STR.QUANTITY
6. Click Save:
Find Default value "1" for T_MASTER_STR.QUANTITY overwritten with default value "2" from T_MASTER_STR.QUANTITY_BOM

Same error occurs when using drag & drop to insert the new BOM record
