Packaging Specs Not Resolving to the Correct Workflow When Packaging Item Type Is One of the Resolution Criteria (Doc ID 2097994.1)

On Oracle Agile PLM for Process, General Specification Management
Find that if a Packaging Material Spec is created, it does not resolve to the appropriate workflow but always resolves to the workflow "Global Spec Approval (Needs translation)"
This happens only if the workflow contains two resolution criteria: BU (Business Unit) = <a valid business unit> and Packaging Item Type = <a valid Item Type> (example:) Printed Material

Expected Behavior:
The workflow should resolve to the above mentioned workflow if both resolution criteria match

The issue can be reproduced at will with the following steps:
1. Create a WFA for Packaging Specs with 2 resolution criteria:
  a. Business Unit = Western Europe Match= Hierarchy
  b. Packaging Item Type = Printed Material Match= Exact Match
2. Update an already created packaging spec, change BU to Western Europe and Packaging Item Type = Printed Material
3. Select 'Resolve Workflow' from the pull down menu.
=> No popup window with list of workflows is displayed. Instead, wfa is resolved to 'Global Spec Approval (Needs translation)' although it should resolve to the wfa created in step 1
