MPS1 Upgrade Creating ORA-30036 Error

Symptoms
On : 7.5.0.13.0 version, Upgrade
User is upgrading the system from brm 7.5PS1 to 7.5PS13. While running PS13 Database upgrade script it had struck at update_bill_closed_t.source executed for 2-3 hours and failed
Installed the patch 21881008 and also followed the steps provided in note [Execution of Database Upgrade Perl Script Stuck While Executing update_bill_closed_t.source (Doc ID 2061023.1)] and readme also.
and re-run the upgrade script but it stuck at same step update_bill_closed_t.source and failed with same below Error :
NOTE:
1. Few times this sql "ALTER TABLE bill_t_new DROP COLUMN closed_t" took 20+ hours and failed.
2. bill_t and item_t contain 623 million rows.

1. Run PS13 Database upgrade script
