User is Unable to Apply Default Value on Department After Adding a Department Number on UDA Form

In Oracle Retail Merchandising System (RMS) 14.0.x, users are unable to apply a default value on department after adding a department number on the User Defined Attribute (UDA) form.
Steps to Reproduce:
Make sure SYSTEM_OPTIONS.UDA_MERCH_LEVEL_CODE='P'
- Go to Item --> User Defined Attributes --> Edit.
- Assign a department on the UDA window.
- Go to Options.
- Click on Departments.
- Click on list of values in department.
- The list of values is empty.
