Notify (NFY) Alarms Being Falsely Generated for Crews

Crew Contact alarms being generated falsely. The Control Room reported 2 events where they received a NFY alarm for Crew Contact time but should not have.
Given the time frame between when the crews were dispatched and indicated that they were on-site, this was under the 60 minute crew contact alarm setting. The NFY alarm should not have been created.
The issue can be reproduced at will with the following steps:
1. Determine the setting for the crewContactAlarmInterval SRS rule
2. Create 2 events and dispatch crews to each
3. For one of the events, set the crew to on-site at some point before the expected NFY alarm is created
4. At the time that the crewContact time has passed, there will be 2 NFY alarms created... one for each of the events. Only the alarm for the enroute crew should have been created.
These are a nuisance in the Control Room. The personnel are trying to dispatch the work to the crew and get them ENR and ONS as quickly as possible without getting false alarms.
