With CCB-MDM 12.1, when sync'ing Service Agreements from Oracle Utilities Customer Care and Billing (CCB) to Oracle Utilities Meter Data Management (MDM), MDM will throw an error during sync request transition out of Pending state saying "Effective Date field missing". Review of the sync request message from CCB shows that the Effective Date is being passed successfully to MDM.
