Can Months With No Data in the STAR Database Be Included in an Analysis, to Allow Functions Like 'Average' to Calculate Correctly in P6 Analytics?

Goal
Is it possible to add months that have no data in the STAR database to an analysis so that functions like Average work correctly? For example when creating a report on Resource Utilization, there are months which are not displaying in the report.

Average 96.89
The average in this case is the total divided by the months displayed in the report 484.45 / 5 = 96.89
Ideally, the function would calculate the average over all months in the calendar, even those that have no data. In the above example, the following months would need to be added to the report, but the STAR database does not contain rows for these months.

2016-01
2016-02
2016-03
Adding the "missing" months to the report would show the average calculated as 484.45 / 10 = 48.45
