Apply Actuals Feature Does not Act Same in EPPM As in PPM. (Doc ID 2101389.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Apply Actuals does not work exactly same in P6 Client when connecting to PPM DB and EPPM DB.

EXPECTED BEHAVIOR
-----------------------
Apply Actuals should work in same way.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to P6 Client.
2. Create a Project with 5 Activities, set them with 5 days duration, link them with FS relationships.
3. Schedule it on 21-Apr-15.
4. Apply Actuals on 10-May-15, found the first 3 Activities are moved to 11-May-15 in PPM DB, while not moved in EPPM DB.
5. If enable the Auto Compute Actuals, repeat this test above, then the result is same in both sides.

Due to this issue, users cannot get same result when Apply Actuals in PPM DB and EPPM DB.
