Error "atg.commerce.pricing.PricingException: There was no price list provided" with GetApplicablePromotions When Profile Not Available (Doc ID 2101910.1)

Symptoms

When using the GetApplicablePromotions droplet in cases where the profile is not available the following is seen in the logs. Note that loggingDebug has been enabled on ItemPriceListCalculator in the logging below:
