OSM InitBilling Task Does Not Have All Necessary Properties (Doc ID 2102087.1)

Symptoms

In the O2A cartridges, the InitBilling automatic tasks, doesn't have all control data elements, which disallows using them.  For Example: InitiateBillingSI task doesn't contain the  fields Domain/Action.
All fields from line item properties need to be available on similar xpath: /GetOrder.Response/_root/ControlData/Functions/InitiateBillingFunction/orderItem/orderItemRef
