'Access Denied You Are Not Authorized to Access the Page You Requested' Error after Applying Access by Company Settings

When attempting to save "Access by Company" settings, the following error is thrown:

Access Denied
You are not authorized to access the page you requested.
You are not authorized to access the page you requested.

The following is shown in the log:

Servlet failed with an Exception java.lang.IllegalStateException: Cannot forward a response that is already committed
  at weblogic.servlet.internal.RequestDispatcherImpl.forward(RequestDispatcherImpl.java:126)
  at org.apache.struts.action.RequestProcessor.doForward(RequestProcessor.java:1085)
  at org.apache.struts.action.RequestProcessor.processForwardConfig(RequestProcessor.java:398)
