Web Client shows ERR_CONNECTION_TIMED_OUT After Rebooting

When attempting to connect to Agile WebClient, the following error occurs.

This webpage is not available ERR_CONNECTION_TIMED_OUT


1. Configure Agile Application Server and Agile database as Service on same Windows box.
2. Reboot machine
3. User visits Agile WebClient and sees error:
"This webpage is not available ERR_CONNECTION_TIMED_OUT"
