Unable to view the un-secured attachments in the InfoCenter UI for a channel because InfoCenter uses the path containing the secure folder, even for the files which are not enabled as secure.
This problem occurs if a file attribute used to be enabled/checked as a "secure resource" and the file attribute has since been changed such that it is no longer enabled/checked as a "secure resource".
