Duplicate Notifications when Account Has More Than One Discount Sharing Group (Doc ID 2104353.1)

Actual behavior:
When a sharer account owns more than one Discount Sharing Group, ECE generates duplicate message SPENDING_LIMIT_NOTIFICATION while reaching the limit defined on policy counters. For the caller (sharer or member), there are (at least) as many notifications as the number of Discount Sharing Groups.

Expected behavior:
Only one notification should be generated for each subscribed Sy session (sharer or member).

Steps to reproduce:
1) Create a sharing offer with at least 2 discount offers used and define a policy counter on the bucket balance.
3) Create 2 single accounts and purchase the sharing offer for the first one
3) Create 2 Discount Sharing Groups for first account (sharer), with one discount on each, and share them to the second account (member)
4) Open a Sy session on sharer account to subscribe it to the policy counter, and then consume with Gy session until the policy counter limit.
     As a result, duplicate spending limit notifications are generated. The same problem was observed when consumption was done by member account.
