One Incoming E2B Results In 2 Cases But Only One Recorded In SAFETYREPORT (Doc ID 2104596.1)

Reported in Argus 7.0.6.

E2B Import case import process is not working correctly as one incoming .xml file is spawning two cases.
Only one case is showing in the Safetyreport table whereas the other case is missing.

In addition, the case ACK is referencing the wrong caseid (ie: referencing the case not in the SAFETYREPORT table).

NOTE: this is occurring very infrequently and only 2 such incidences found over a two month period.
