Symptoms

On : OPPM 15.1.0.0 version, Add-On Modules

ACTUAL BEHAVIOR
---------------
After installing the Bridge along with OPPM, and adding permissions to the bridge module as explained in the Bridge documentation, the Tools menu does not appear.

EXPECTED BEHAVIOR
-----------------------
After the correct permissions were added, the Tools menu should appear.

The issue has the following business impact:
Due to this issue, users cannot configure Bridge.
