BCD Domain Creation Fails with "Unknown Error Inserting into CCS_DOMAIN_NODES" (Doc ID 2106614.1)

Symptoms

On Oracle Communications Network Charging and Control (NCC) 5.0.3, the following error occurs when trying to create new Billing and Revenue Management (BRM) Charging Driver (BCD) domain:

Unknown Error Inserting into CCS_DOMAIN_NODES

This consistently occurs in the Services → Prepaid Charging → Service Management → Domain tab, when:

1. Select New and fill out the fields as shown in the attachment, following the instructions for domain creation from the BCD technical guide

2. Select Save

3. Select Save again and get the error "Unknown Error Inserting into CCS_DOMAIN_NODES".  This error repeats if Save is selected again

It is expected that BCD domain is created with no error displayed.

Integration with a BRM Billing/Commerce Engine.
