P6 Login And/or Database Configuration Hangs Indefinitely, Using Oracle Database, When the End User Is Remote

When end user attempts to login to P6 Professional, the login hangs indefinitely and never gets to the main page.

When end user attempts to login, there should be no delay and the main page should display in the client.

The issue can be reproduced at will with the following steps:
1. Open P6
2. Attempt to login
3. Login screen hangs, and then goes to "Not Responding"

The issue has the following business impact:
Due to this issue, users cannot login to P6 Professional using an Oracle database.
