ERROR ON MISSING OUNCNMSDS (Doc ID 2107138.1)

Symptoms

When attempting to save a new Notification Preference, the UI throws an "Unable to process your request at this time error...".  The log file indicates the failure on the missing OUNCNMSDS, even though Oracle Network Management System is not being used by Oracle Utilities Customer Self Service and Oracle Network Management System was not enabled in Oracle Utilities Notification Center InstallProperties.xml.
