We are understanding the behavior of 'Japan Initial Receipt Date' as follows.
If the new case (COI = JAPAN) was created by Argus user account, the entered initial date will be stored in the database table.
When open the new case by Argus-J user account, the entered initial date will be displayed in the "Japan Initial Receipt Date" field.
If the new case (COI is not JAPAN) was created by Argus user account, no date are stored in the database table.
At the time when the new case was opened by Argus-J user account,
or when press the [Record Information Receipt Date] (情報入手日登録) button under the Worklist > New / Open,
the system date from the server will be displayed in the "Japan Initial Receipt Date" field.
How about 'Japan Follow-up Information Receipt Date' depending on COI?
(COI = Case Form >> General >> Country)
