MedML Installer Error: Time Zone is Not Found When Cooking in Site Creation XML (Doc ID 2108060.1)

Users are unable to cook in site creation XML for a particular site in a given study. In this case it was a site using the RTZ 2 time zone.

The error is below:

Time zone is not found ,invalid time zone name (UTC+03:00)Moscow,st.Petersburg,Volgograd(RTZ 2) , due to which the xmls did not cooked successfully.
