Java Error 'EXCEPTION_ACCESS_VIOLATION' Occurs After Upgrading to RPAS or and Patching the Domain on Windows Platform

The Oracle Retail Predictive Application Server (RPAS) on Windows platform results in a Java error after running upgradeDomain to version or and then patching an updated configuration.  The result is Java errors that kill the rpasInstall.

For example:

# A fatal error has been detected by the Java Runtime Environment:
#  EXCEPTION_ACCESS_VIOLATION (0xc0000005) at pc=0x7749e30e, pid=18904, tid=16528
# JRE version: Java(TM) SE Runtime Environment (7.0_91-b15) (build 1.7.0_91-b15)
# Java VM: Java HotSpot(TM) Client VM (24.91-b03 mixed mode, sharing windows-x86 )
# Problematic frame:
# C  [ntdll.dll+0x2e30e]
# Failed to write core dump. Minidumps are not enabled by default on client versions of Windows
