PCG Flow Rule Import Program Getting Error ORA-01000: maximum open cursors exceeded (Doc ID 2108344.1)

Symptoms

On : 7.3.3 version, Flow Rules

When attempting to Import of Flow rule,
the following error occurs.

SubDelete : Child Entity : 18514:CONSTRAINT_ID IN ( SELECT CONSTRAINT_ID FROM LAAF_CONSTRAINT_DEFINITIONS_TL WHERE 1 = 1 AND CONSTRAINT_NAME = 'Move Order Runtime Level2')
java.sql.SQLException: ORA-01000: maximum open cursors exceeded

at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:439)

STEPS

The issue can be reproduced at will with the following steps:
1.Export Flow rule from an instance
2. Import it to the target instance
